A project camp is ready when it is safe, functional, and documented — not when the last bunkhouse is lowered into place. Yet many project teams discover the difference only when the client’s HSE auditor arrives. This checklist covers what experienced camp contractors verify before a single worker moves in.

1. Site and drainage

• Ground levelled and compacted, with stormwater drainage tested
• Internal roads passable for the vehicles that will actually use them
• Boundary fencing complete with controlled access points

2. Accommodation

• Every unit levelled, sealed, and inspected for transport damage
• Furniture installed and inventory recorded
• Toilet blocks plumbed, tested, and stocked

3. Power and electrical safety

• DG sets load-tested against the calculated camp load profile
• ELCB/RCCB protection verified on every distribution board
• Earthing tested and recorded — auditors ask for the numbers, not assurances
• Night lighting adequate at walkways, assembly points, and the perimeter

4. Water and waste

• Water storage sized for realistic daily consumption plus a buffer
• Water quality tested and documented before first use
• Sewage and waste streams routed, contracted, and scheduled

5. Fire and emergency readiness

• Extinguishers installed, tagged, and mapped
• Assembly points designated and signposted
• Emergency response plan written and communicated to camp staff

6. Kitchen and food safety

• Kitchen commissioned to the client’s HSE framework
• Cold storage holding temperature verified
• Food safety monitoring routine in place from day one

The paperwork is the product

Commissioning ends with a formal inspection and a documented handover: electrical test records, water quality results, fire equipment registers, and the emergency response plan. If your camp contractor cannot produce this file, the camp is not commissioned — it is merely built.
